Pipeline Management Program
Our pipeline management program strategy maximizes the amount of budget used for inspection, thereby increasing “actionable information” while reducing the resources used for studies and analysis.
While we have significant capability in pressure pipeline prioritization, risk evaluation, technology evaluation, and asset management strategies, we recognize that large portions of a budget can be exhausted on desktop studies, leaving insufficient funds for the portion of the project most useful for the utility – pipeline assessment.
As a result of our philosophy and unique corporate structure, our pipeline management programs have allowed utilities to see a per-mile reduction in cost of 20% to 50%, while obtaining technically superior condition assessment results.
Assess & Address™
96% of pipe sections do not have any deterioration at all and are in “like new” condition. Less than 1% of pipe sections actually require any immediate repair.
Our fundamental approach to pipeline management programs is to maximize the life of the existing pipeline. Maintaining an existing pipeline though proactive repair and management is in the utility’s economic interest. Our approach identifies deteriorated locations, allowing for isolated repairs that extend the life of a pipeline, rather than making broad recommendations to replace/rehabilitate the entire pipeline with capital funds.

Perform data collection, review current pipeline data, risk evaluation, and develop appropriately scaled condition assessment strategies for subject pipelines.Assess
Execute condition assessment strategies, collect condition data on subject pipelines and evaluate data to assign condition ratings. This step includes a report of findings and recommendations on how to manage the pipeline.Address
Problematic locations identified in the condition assessment are can be rehabilitated using a recommended vendor.Manage
After rehabilitation, the risk of failure is low and proactive management measures should be employed to maintain a low risk.

Condition Assessment Program Objectives
Selecting the “Right” Assessment Tools
Assessment techniques should be selected to match pipeline risk. We recommend a strategy using low cost screening tools for low-risk pipe while saving resources for high-resolution tools on high-risk pipe.

Program Capital Budgets
Through condition data evaluation, we can estimate the remaining useful life so that future repairs can be properly coordinated with capital budgets.
Maintain a Low Risk Level
Maintaining a low risk level is accomplished by implementing strategies to proactively manage a pipeline. For pipe sections with high risk (AMP Rating of 5 ), this involves immediate repairs. For pipe sections with lower ratings, measures such as improved surge protection, pressure management, air valve maintenance, periodic re-inspection, and/or acoustic monitoring can be used to maintain a low risk level.
